incorrect cgi config path in php5 abstraction

Bug Description

Binary package hint: apparmor

on lucid php5-cgi cannot read /etc/php5/cgi/php.ini because there is wrong path or /etc/php5/fastcgi/ is used in php5 abstraction. below patch fixes this bug and it's working.

This was fixed in 2.5-0ubuntu3 on lucid and does not regress with 2.5.1-0ubuntu0.10.04.1 in lucid-proposed.
