I see the same thing, you also get it when trying to connect (I had existing connection entries before upgrading). It appears as if the ui components have been separated, if you install network-manager-vpnc-gnome it should fix your problem (it did mine).

It should really be handled during the upgrade process, and currently the software centre shows both the ui and non-ui packages, the latter should probably be removed from there.

I can further confirm your solution to be working. Somehow I did not notice that package until now. I can also agree on the fact that this should be handled in both the upgrade process and software centre.

@Darren, the problem is that both the UI and non-UI packages are important: they were split so that Kubuntu users wouldn't have to bring in unnecessary gnome dependencies then installing the vpn plugins (they were all split).

I agree, this should be done during the upgrade process, I'm looking at how it could be done.

This bug was fixed in the package network-manager-vpnc - 0.8-0ubuntu2

---------------
network-manager-vpnc (0.8-0ubuntu2) lucid; urgency=low

  * Add Recommends for network-manager-vpnc-gnome or network-manager-kde to
    network-manager-vpnc, so that some GUI parts get installed. (LP: #534343)
    - update debian/control
  * Have network-manager-vpnc-gnome depend on network-manager-vpnc, otherwise
    it would be useless (no backend for the GUI) (LP: #534218)
    - update debian/control
