"Apply System-Wide..." button should not have ellipsis

Bug Description

Binary package hint: language-selector

When starting up language-selector, there is a "Apply sistem-wide..." button to use "the same language choice for startup and the login screen".

When I see the ellipsis in the button's description, I expect to see a dialog opening up, as per the general convention.

However, it seems that what this button does is just apply the settings without furter info or required user input, so I think the ellipsis should simply be removed from the button's label.

If you haven't authenticated with gksu lately, it will prompt you for your password to do so. Does that count? ;)

I'm not sure the prompt is properly loading. I've tried this:

1. Open language-selector
2. Click on "Apply sistem-wide..."
3. No prompt appears
4. Open synaptic
5. The gksu prompt appears

If it doesn't already, perhaps it might be worth using policykit instead of gksu.
