Bug Description
A NEWS entry like
Fix foo (Robert Collins, #12345) should cause bzr-commitfromnews to add a --fixes lp:12345.
Perhaps best done in a separate phase (so that merged bug fix references can be elided by the user), or even a separate plugin, but I wanted to record the desire to do this somewhere, and this seemed sensible.
