cosole-setup doesn't set correct keymap for Ctrl Alt (F1-F6) ttys

Bug Description

Binary package hint: console-setup

This worked properly on Jaunty and Karmic for me (and I don't know about the previous versions of ubuntu).

I always install ubuntu with the Dvorak keyboard layout.
When I press Ctrl Alt F1 and go to login, the keyboard types in qwerty.

To reproduce, Install the Ubuntu daily image with a keymap other than qwerty.
After you boot up the newly installed version, Press Ctrl Alt F1 and try to login. Notice that the keyboard types in qwerty.

If I have time I'll try one of the older versions of Lucid and see if they have it, but it seemed like they didn't.
