Blizzard of reports after Net Responsibility 2.0a daemon is manually restarted

Net Responsibility 2.0a: After the "sudo net-responsibility-report" command is run, if the daemon is manually restarted by entering

"sudo net-responsibility-daemon"

in the terminal, a report is automatically sent out every ten minutes. Few people want to send a report this often, so the daemon should be restarted by rebooting the computer rather than running the "sudo net-responsibility-daemon" command.
