Bug Description

In recovery/rescue mode the keyboard layout is US American instead of the system wide German layout

I confirmed the bug using a VM installed with up to date Oneiric with the German layout.

It seems like the keyboard layout isn't configured that early in the boot and we probably want to change that to at least try to set the proper layout before starting recovery.
