build9half-data-package is incomplete

Bug Description

After a discussion in ubuntu-user-forums, we saw, that the package widelands-data does not contain the following directorys
*locale
*game_server
*music
*sound

Without the locale-folder, widelands can't be run in translated mode. So the translation-support is unusable -> furthermorethe *.po files must be compiled of course (via changing in widelands-source-folder and typing: "cd locale && python ../utils/buildcat.py ) -> gettext

Without game_server folder, the network-support is unusable...

Without music and sound-folder, there will be no sound or music

I don't have Ubuntu, just Mandriva so I can't do this job myself.
Furthermore a cvs-build would be nice, while there is so much new stuf.

Fixed since build9half-5 according to the changelog:
  * Add locale and music data to the package. (Closes: #357801)
