Trac.getExternalBugTrackerToUse() no longer works because Trac instances are returning HTTP 200 for the test URL

Bug Description

See OOPS-1466CCW1027. Here, http://trac.macports.org/launchpad-auth/check would have been requested by Trac.getExternalBugTrackerToUse(). This now returns an HTTP 200 response, with an error in the page HTML. Launchpad needs to check that the response not only does not error, but that is contains a valid XML-RPC response.
