Nautilus integration requires user to manually copy a file

Bug Description

Binary package hint: bzr-gtk

To reproduce:
1. Install bzr-gtk with all the dependencies.
2. Restart the machine.
3. Open nautilus and enter a folder with bzr project. The icons remain and context menu remained the same, there is no sign of bzr integration.

After I copied /usr/share/pyshared/bzrlib/plugins/gtk/nautilus-bzr.py to ~/.nautilus/python-extensions/ and restarted, the integration seems to work. But users shouldn't be required to do that.
