Panel does not touch screen edges

Bug Description

On a vertical panel, the top and bottom edges of the screen are not taken advantage of. This creates a usability issue, because you need to aim carefully in order to click the first and last icons on the panel, rather than throwing the mouse all the way to the top-left or bottom-left corner (see [1]).

System information: ubuntu 9.10 amd64, gnome, compiz, nvidia 190.42 drivers. Monitor resolution is at 1680x1050.

This was now fixed for "Flat" background, I don't think it would be feasible to try to fix this for 3D/Curved backgrounds.
