[time-admin] Time is reset too often when trying to change it

Bug Description

Binary package hint: gnome-system-tools

When one wants to manually set the time via time-admin, the newly entered values are overridden every second or so, which makes it very hard to actually change the hour. This delay should be increased to a few seconds, so that one can normally close the dialog without hurry.
