bzr explorer won't start if missing .bazaar dir

Bug Description

As i sad, if .bazaar directory doesn't exist in my home dir bazaar explorer wont start and give this error:
bzr: ERROR: [Errno 2] No such file or directory: '/home/andrei/.bazaar/explorer'
After creating .bazaar directory it works like charm.

This bug is due to a non-recursive mkdir being used when creating the configuration directory. I've submitted a patch for this.

I would have thought that it is quite reasonable and to be expected for the
bzr-explorer require the presence of .bazaar directory. After all, it is
expected that all plugins be placed in a subdirectory of .bazaar. Or,
alternatively, that there be a symbolic link to the plugin from the .bazaar
directory.

So what is the plugin program to do if the plugin can not be located in the
specified place. IMHO bzr-explorer behaves in the manner that I would expect
it to behave.

Not, this is not mandatory. Many plugins can be installed into
/usr/lib/python2.X/site-packages/bzrlib/plugins, and IIUC many package-based installations use such
directory.
