Bug Description

With a non-GNOME DE awn-settings does not launch due to a missing gnome-panel-launcher icon.

This is really a symptom of a more systemic failure, as moonbeam put it in IRC:

***moonbeam_ notes that apps really shouldn't crash if an icon isn't present though.

It should set the icon to "icon missing" if a proper one cannot be found.

Confirming that with r1603 awn-settings falls back to gtk-missing-image and starts normally.
