Bug Description
To reproduce, in the staff client, use the "Admin -> Change operator" command (or have your session expire), and enter an invalid password
An alert opens with the error message: TypeError: document.
Reported by Jeff on Evergreen 1.4.0.7, reproduced by Dan Scott on (roughly) Evergreen 1.6.

Turns out this bug was already fixed in trunk, but that fix hadn't been backported.
I've backported the fix in changeset 14836 (adding auth.properties to util_overlay.xul) all the way back to the rel_1_4_0 release, so it's just waiting to be packaged in the next 1.4.0.x release.
