System beep should be disabled by default in Karmic

Bug Description

Hey all,

I had issues with the fact that the system beep is by default.
The question ( that was eventually solved thanks to the community here: https://answers.launchpad.net/ubuntu/+question/85905 ) shouldn't even occur to the END user IMO.

If muted, I do NOT want it to keep muting every time on boot. Although fixed again recently, for about a week, I had to keep turning the beep back on. SOME OF US DO WANT IT. So long as it CAN be muted and CAN have the beep adjusted, which IS the case with Karmic as of today, that should be fine.
