Recovery Menu - "DPKG: Fix Broken Packages" is also an Upgrade tool

Bug Description

This is not a problem, just a clarification.
Suggest that the user is alerted that not only are broken packages fixed, but an Upgrade will be optionally preformed.
Text in Recovery Menu could be "Fix Broken Packages, optionally Upgrade Ubuntu"

This also had an additional problem, that I will add here, in that this "Fix Broken " (as I said, which also "upgrades") also ignores any "Pinned" packages.

I have Avidemux 2.4.4 Pinned in Synaptic to not upgrade, but this tool (in recovery menu) ignores that and automatically assigns the upgrade to Avidemux, therefore rendering the entire tool unusable.

Brian, can we reassign this to "Medium" because there is now an issue that blocks the use of this tool?

The dpkg recovery-mode option still has the same behavior in Ubuntu 10.04 (Lucid Lynx).
