Checkbox should not prompt to report a bug when there's no package or symptom found

Bug Description

If a test definition does not contain any package information nor device information from which a package or a symptom can be derived, the apport plugin should not even both to prompt the user to report a bug. Instead, it should just quietly proceed to the next test.
