Bug Description
The fix to bug 428199 has in fact broken the package completely, by installing the __init__.py files under the temporarily-mangled names used by the package's rules file, hence it can't be imported at all.

* Put back the required __init__*.py renaming at a place in the build which
doesn't confuse pycentral. (LP: #429161)
