Bug Description
As seen on OOPS-1300A556:
return compile(expr.exprs, state, join=expr.oper, raw=True)
UnicodeDecodeError: 'ascii' codec can't decode byte 0xce in position 335: ordinal not in range(128)
Steps to reproduce:
1) Go to a PPA page, for instance, https:/
2) In the "Package name contains" field, type 'à'
3) Click "Filter"
4) OOPS-1301EC261
