This breaks lp: branch name resolution, but as codehosting is down during the read only period, it's not clear that this matters so terribly much.
Probably the fix is to allow for the request to not be adaptable to INotificationRe

I see about 700 of them during the 10.02 rollout period, for example OOPS-1523EA1287 and OOPS-1523EA1291.
