Bug Description
The current CSS is becoming very cluttered. It is becoming necessary to clean the CSS further. After the changes in r97, this should be easy to do.

I've gone through all of the CSS in the entire theme. I was able to remove all IE patches and verified no regression issues occur.
The theme is now in a stable state for an rtl style.
This fix occurs in r99.
