System status routine

Bug Description

It would be nice to have a text-based system status routine so admins can list processes without jumping into screenman. This would also allow scripts at the Linux level get at the data more easily.

After discussing this with Joel, we decided to create a stub %SS routine that calls the real system status routine. That way, if %SS is overwritten somehow, the real routine will not be lost. Allowing the routine to be called as %SS will help users who are already familiar with Cache.

On Cache, attempting to import a routine export file containing the %SS routine fails on that routine if you're not in the %SYS namespace, so the original Cache %SS routine is preserved. The rest of the import succeeds. This is exactly what we want.
