specified User ID is not respected for new user

Bug Description

Dapper with all updates. kde-guidance version 0.6.3-0ubuntu1.

If I add user with Users & Groups module in System Settings and specify specific User ID (assigned to me by the company IT admin) it does not get used when user is created - user is assigned next free UID from default range (1000+), in my case 1001.

I had to manually edit /etc/passwd and change ownership of files in /home/<username>
