IDEA: On upgrade let users know what's new

This is an idea for the future releases of Ubuntu.
The idea is that when users upgrade and login for the first time Ubuntu tells them what is new.
Thanks to everyone who worked hard on delivering Ubuntu 9.04. I have just upgraded from 8.10.
But when I upgraded from 8.04 to 8.10 and 8.10 to 9.04, apart from a wallpaper change I wasn't really sure about all the other new features. To find out what had changed I tried looking on the Ubuntu site. The closest thing I could find was a page that looks like it was put together for beta tester (http://

I think that when users upgrade and login for the first time Ubuntu should welcome them back, thank them for upgrading and give them a clear overview of all the new features in the new version. The descriptions and features should not be technical (eg. Upgraded to Linux kernel 2.6.28, upgraded to X.Org server 1.6, 160 bugs fixed) but should clearly describe how Ubuntu has improved. For new functionality it would be good to link to tutorial screen casts which should how to use it.
If a user is upgrading from an earlier version of Ubuntu then the list of new features should include all the new features since then.
Hope this all makes sense. Sorry if I've logged this idea in the wrong place and sorry if this is something already being considered.
