python-all and python-all-dev do not include python2.4

Bug Description

The SchoolTool "make ubuntu-environment" calls for the packages python-all and python-all-dev in order to provide the needed python2.4 resources. However, since python2.4 is no longer supported, the packages no longer contain python2.4, so "make" fails on SchoolTool because it can't find Python.h.

The fix is - making cando work with python2.5 and switching all the schooltool and cando sandboxes to use python2.5 because Zope3 KGS now supports it.

I have changed Makefiles in all 6 schooltool packages to use python2.5 for bootstrap. This will work on all supported Ubuntu versions.
Existing developers will continue to use python2.4, unless they run `make bootstrap`.
