Unable to remove openvista-webdav-config package if removing httpd

Bug Description

If you install the openvista-webdav-config package (which requires httpd), then you later try to uninstall both openvista-webdav-config and httpd, the post-uninstall hook for openvista-webdav-config will fail because the httpd init script no longer exists.
