Bug Description
There is no way to start Emacs graphically -- .desktop file providing an icon
sitting in Programming would do the job nicely.

Programming won't appear given the default installed set now, so having the
whole category just for Emacs would be a little odd. Also, it's not really
something we want to expose to users just now, given the current way menu items
and organisation works in GNOME.
