Provide startup/shutdown hooks

Bug Description

As part of the boot process, we need to call some sort of startup hook so that we can perform tasks like starting TaskMan, RPC brokers, HL7 listeners, etc. We should also call a shutdown hook. These hooks should be implemented in an init script.

As far as I know, all background processes are started and stopped by TaskMan. Is that correct?

Well, for the RPC broker, TaskMan does technically start it, but you have to trigger it by submitting a START job to TaskMan by calling D RESTART^XWBTCP. So that would go in the startup hook, as an example.
