New tzdata 2009f

already synced to Jaunty yesterday.

2009d -> 2009e changes:

 - Fix DST rules for Jordan, Palestine.

Both changes already happened, though: Palestine moved back from April 1 to last Friday in March, and Jordan now changes on last Friday instead of Thursday in March.

So this update is not urgent at all.

In particular, I'd like to wait for bug 361253 to get fixed.

2009f handles the Pakistan DST update, so we need to push this out ASAP.

Test looks fine:

I tested the .debs from *-proposed and confirmed that they all install, upgrade, and work fine, and have the new Pakistani DST.

This bug was fixed in the package tzdata - 2009f-0ubuntu0.8.10
