Private bugs marked dups of public bugs appear to cause permission issues

Bug Description
If you look at:
https:/
you'll notice (if you have permission to access that screen) that bug #3438, a private bug, is marked as a dup of #3436, a public bug.
We've received reports of users (e.g. sivang) being forbidden from accessing the screen for bug #3436, which seems likely due to the fact that the private bug was marked as a dup of it, and is causing permission problems on rendering.
The page for bug #3436 should probably render as normal, showing that #3438 is a dup.
