Default locale to "en_US.UTF-8" and "en_UK.UTF-8"

Bug Description

The current beta2 images default the locale to "en_CA.UTF-8" which a few folks have complained about.

Since Amazon EC2 is used by people in many countries, the choice of a specific locale is not going to make everybody happy and there may not be an entirely clear winner based on all possible reasons for picking a locale.

However, one must be picked.

I don't think there would be much dispute about English being the main language and I would suggest using the country where the EC2 data centers are located as the specific default locale. This results in:

region us-east-1 -> locale "en_US.UTF-8"
region eu-west-1 -> locale "en_UK.UTF-8"
