libapache2-mod-axis2c should provide a mods-available stub

Bug Description

Normally Apache modules provide .load files in /etc/apache2/mods-available/ so that the command "a2enmod" can be used to enable them (which symlinks to mods-enabled).
It also seems to be somewhat common for postinsts to do this for the user.

This bug was fixed in the package axis2c - 1.5.0-0ubuntu5

  * Only put the aforementioned symlinks in the libaxis2c0 (instead of
    both libaxis2c0 and libaxis2c-dev).
  * Ship axis2c.{conf,load} needed for "a2enmod axis2c" to work.
