hugday tool: add option to temporary change the user when closing tasks

Bug Description

Sometimes people forget to close tasks they have worked on on the wiki page, it would be nice if the hugday tool could have an option to temporary change the user, such that another user can use hugday to close a task on behalf of the real triager.
proposed syntax:
   $ hugday close 12345 345345 --user mrkanister

PLEASE, PLEASE, can you arrange bugs for this package in a way that doesn't
spam the inbox of every Ubuntu developer.
