Bug Description
While reading help, I noticed that items in Tools menu (like 'edit source' and 'insert file' - sorry for non exact names) are enabled. They cannot be executed - "nothing happens".
I think it has some effect for read only documents, which have these items enabled too. But here they _can_ be executed. That contradicts with the fact that the document should be 'read only'.

In the python branch all menu and toolbar items have a read-only bit - when switching readonly these become insensitive.
