Need to execute elilo when upgrading kernel image on IA64

Bug Description
"elilo" should be run after upgrading the kernel image, since given how the IA64 bootloader works, it needs to be run when the kernel is changed.
I noticed that bug after upgrading from Hoary to Breezy: when rebooting, the box came up with the wrong kernel.
