There is not tar.gz at http://download.m0k.org/transmission/files/ , so I created the tar.gz from the tar.bz2 using:

bunzip2 transmission-1.40.tar.bz2
gzip -9 transmission-1.40.tar

A few things:
 - for me it fails to build in jaunty with "Dependency is not satisfiable: libcurl-dev"
 - I'm not sure bumping the Build-Depends is necessary (it's another diff from Debian and we have new build-depends in almost all Ubuntu releases anyway)
 - you could have just used "uscan --download" to get the new tarball :)
 - the .dsc file is not necessary in this case (it has the md5sum of the tarball that you built)

I don't mind re-doing the diff to remove the versions from the build-depends. I'm struggling to recreate the build failure you see though. I've attached the build log from my machine at home. libcurl-dev is a virtual package, which gets provided by libcurl4-gnutls-dev in my build.

Here's take 2. I added the real packages as build-depends instead of relying on the virtual package. If this works for you, then I will forward the change to Debian once it's uploaded.
