matplotlib does not install .egg-info dir

Bug Description
Without .egg-info dir cannot use this library from apps which use pkg_resources to load packages.

I have built a package with .egg-info files. I am not sure that 'setup.py install_egg_info' is a correct thing to do, but it works.
Also I had to add some more build-deps just to make it build.
