Better KDE (non-gnome) support for apturl (Was: shouldnt hard depend on synaptic (KDE))

Bug Description

I don't think that we should have a kapturl to not pull in synaptic. We should look for how we can support other desktopenvironments or widget toolkits through the "generic" apturl command.
