evdev ignores autorepeat settings

Bug Description

Binary package hint: xserver-xorg-input-evdev

Whether I use xset r rate or gnome-keyboard-properties, if I let evdev manage my keyboard the autorepeat settings are ignored. If I use kbd, it works fine.
