gnome-control-center should depend on iso-codes

Bug Description

Binary package hint: gnome-control-center

If iso-codes is not installed, gnome-keyboard-properties cannot load a file it needs, and new keyboard layouts cannot be added to the setup. Installing iso-codes fixes the problem.
