ec2-bucket, ec2-access-key and ec2-secret-key are not checked if available

Could you please define what you mean by checked? The EC2 plugin should verify if they are present before allowing the machine to be created?

Correct. Other ec2 options are checked if they're available - the ones related to S3 are not verified.
