changing priority on a bug causes a system error

Bug Description
Select any bug for the Ubuntu distro.
Lets take:
https:/
change the Ubuntu task to severity:(anything but normal)
and click update. You will get a system error

The link in the 'upstream/package' column is broken. Clicking elsewhere in that bug assignment box correctly gets you to the form where you can change the task's priority.
