Bug Description

On pages like <https://launchpad.net/products/malone/+bug/1749>, the title of a bug is now only in the <title> element of a bug page. Unfortunately, most browsers show this only in the title bar, and ellipsize it if it's too long. To let people see the full title, it should be repeated as a heading above the list of fix requests.

For the record, this was fixed in two landings -- I reenabled the title (caused by a missing interface attribute) and Brad fixed the method for null BugTasks.
