No rate information for battery

Bug Description

My laptop doesn't supply charge/discharge rate. I figured it'd be nice if HAL
estimated this (it does stand for hardware ABSTRACTION layer after all), so
here's a patch that makes HAL guess it. I only have one battery so I havent
tested it with more than one, but it SHOULD work.

The patch has been accepted upstream (slightly altered due to difference in HAL
CVS). I'm not sure, though, when there'll be a release of HAL and when Ubuntu
will assimilate said release. Just thought I'd mention it.

The patch has been incorporated into the new 0.5.5.1 release of HAL which is
being packaged.

fixed in 0.5.5.1, hal will be updated in dapper right after flight 1 is
released. it's not yet fixed in dapper.
