According to Gnome Bug 160687

Synaptic does not follow the startup notification spec. The way this is obvious
is if you launch synaptic on workspace 1 and then move the focus to workspace 2
before synaptic is fully launched then synaptic shows up on workspace 2 when it
should show up on workspace 1.

This happens when it asks for a password and when it doesn't (if you close it
then reopen it).

For an example of an app that launches correctly try gnome-terminal.
