Ubuntu Device Database app is not accessible by keyboard

Bug Description

5.10 live cd did not detect my serial mouse. I enter Ubuntu Device Database to
send a report about it. However I was unable to do it using keyboard.

The problem is, that there is no way to check the answer Partial, No or N/A just
using keybord. Radio buttons are not in tab order and also do not have keybord
shortcut (ALT some_key) associated.

The tab key switches between Help, Cancel and Forward buttons. Pressed again
moves focus away of buttons and it is possible to type on the question area (it
is an editable label?).
