ica client should not run vnc part permanently

Bug Description

on session startup the italc client also starts the vnc part for no apparent reason. this eats a lot of ram for idling, ica client should rather start the vnc part dynamically on connect so ram is only used when its actually needed.

so that somebody else can cross check/confirm this, can you specify how you determined that vnc is running and using a lot of ram?

also ICA client is misleading because it point to the ICA protocol which is used by Citrix. this could confuse people.
