Can't automount filesystems in fstab which depend on PCMCIA

Bug Description

On Ubuntu 5.04 Hoary:

I'm not sure if that qualifies as a bug, but here I go...

I'm using a laptop with a USB2 extension card (using PCMCIA), and I have an
external hard-drive plugged on that card. As part of the installation I wanted
to mount /usr as well as /home on that disk, since my laptop's main drive is
really limited in size, but it looks like that the PCMCIA modules and the USB
management system are actually loaded after the system starts to use things in
/usr (like, say, X and gdm).

Of course as a geek I know how to manually change /etc/rc2.d to have the modules
loaded in the correct order but it could be quite an inconvenience for less
experienced users.

Any comments?

I'm not really sure what to do with this for dapper -- pcmcia is definitely
started in the wrong place, I'm almost tempted to move it right up into the
start of rcS.d and deal with it like we do any other form of hardware detection.

I guess I'll have to figure out what cardmgr is doing that the kernel alone doesn't.

It almost makes sense to start cardmgr on discovery of a pcmcia controller
through a udev event.

Either way, I'll take this and make sure it's part of the spec in UBZ.
