Keymap set correctly in console but not x11 after installing from mini.iso

Bug Description

Impacts Hardy Heron:

When installing from mini.iso, setting the keymap to 'dvorak' results in an installation where the text console (i.e. ctrl-alt-F1) is properly set to use the dvorak keymap, however Xorg continues using the USA keymap.

The behavior in 7.04 and 7.10 was to set the keymap to dvorak in both X11 and the console.

If the dvorak keymap is selected at install time, the line following line should be added to keyboard section of xorg.conf:
Option "XkbLayout" "dvorak"

I should note that I'm using the first beta of Hardy Heron.

Hi peter-thoughtspot,

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with the latest development release of Ubuntu? (ISOs are available from cdimage.ubuntu.com)

If it remains an issue, could you also attach a new /var/log/Xorg.0.log?
Thanks in advance.

The output of lspci -vvnn would also be worth having.
